Strasbourg, 25/10/2006 (Agence Europe) - It was easy to foresee (see EUROPE 9293): the vote on the resolutions on the opening of dialogue between the Spanish government and ETA, and its political wing Batasuna provoked considerable emotion in the EP debating chamber on Wednesday. The resolution from the Socialists, backed by the Liberals, Greens and GUE/NGL, which saw this dialogue as the only way to put an end to ETA activities, won the day, but only just: 321 votes to 311, with 24 abstentions. The resolutions of an altogether different tenor from the EPP-ED and the UEN were rejected by the plenary by 322 votes to 302, with 31 abstentions. These votes on the Spanish peace process, with relatives of ETA victims present in the gallery, did not take place in calm. The news of the discovery of an arms cache, said to belong to ETA, in the South West of France did little to calm emotions. Immediately after the rejection of the first two resolutions, the authority of President Josep Borrell himself was questioned: Avril Doyle (EPP-Ed; Ireland) said he should not have chaired the vote. Some MEPs, particularly Czech and Polish, said they did not understand what they had voted on. Mr Borrell then had another vote held, which yielded virtually the same results.
In its resolution, the EP took the European Council's statement of March 2006, in which the Council welcomed the reports from the President of the Spanish government on the permanent ceasefire announced by the ETA terrorist group, and subscribed to President Borrell's communication of 22 March 2006. Mr Borrell said that this was good news for Spanish society and the rest of Europe, proving that it was possible to combat terrorism by the force of democracy. In addition, the Parliament: - called on the Council and Commission to take appropriate action; - condemned violence as it is morally unacceptable and absolutely incompatible with democracy, and expressed its solidarity with the victims of terrorism; - supported the fight against terrorism and the peace initiative in the Basque Country undertaken by Spanish democratic institutions within the framework of their exclusive competences. The EP rejected an amendment by Ms Grossetête on behalf of the EPP-ED, which called on the EU to categorically reject any claims to a change of the territorial integrity of a Member State “through violence or the threat of violence”.
